<p>Despite having a proven defensive coordinator, Steve Spagnuolo, as their head coach last season, the St. Louis Rams defense struggled to a 26th finish in points allowed per game last year.</p>
<p>Once Jeff Fisher was appointed as the team&#8217;s new head coach, he quickly brought in Gregg Williams from the New Orleans Saints to watch over the turnaround of the defense.</p>
<p>Of course, Williams was then suspended for his part in Bountygate indefinitely. Considering the other suspensions handed out, that <em>indefinite</em> ruling from Roger Goodell will likely make sure that Williams never coaches in St. Louis.</p>
<p>Even without Williams, however, Fisher and general manager Les Snead have given the defensive players in St. Louis reasons for optimism.</p>
<p>Free agency saw veteran cornerback Cortland Finnegan and a flurry of defensive linemen arrive, the most notable name being Kendall Langford. With a substantial draft class coming in, the Rams also added a number of new faces through the draft with Michael Brockers, Janoris Jenkins and Trumaine Johnson coming in the first three rounds.</p>
<p>The result?</p>
<p>The Rams have transformed a defense primarily featuring aging and under-performing veterans and created a defense capable of improving instantly with a lot of talent for the future.</p>
<p>With Brockers and Langford creating a defensive tackle pairing inside, the Rams are also expecting Robert Quinn to become a starting defensive end this year across from Chris Long. Both Brockers and Quinn are only 21 years of age, and former first-round picks, while Long is 27 and Langford, 26.</p>
<p>While Quinn and Brockers will be starting for the first time in the NFL this year, Long and Langford are in their primes with four seasons apiece already under their belts. Both veterans have started most of those seasons allowing them to be very experienced while still having plenty left in the tank.</p>
<p>Langford will need to adjust to a new scheme moving from the Miami Dolphins&#8217; 3-4 defense, where he played defensive end, to the Rams&#8217; 4-3 where he will be a defensive tackle. If either Langford or Brockers have issues adjusting to their new roles, the Rams also added a veteran defensive tackle to their rotation with Trevor Laws arriving from Philadelphia.</p>
<p>Laws and defensive end William Hayes come in without much hype surrounding their signings, but both players should improve the depth and overall performance of the front. Hayes is only 27 years of age while Laws is 26, so if they do prove to be valuable backups, as they are expected to, the Rams could be set on the defensive line for the foreseeable future.</p>
<p>Probably the biggest addition to this defense came at cornerback with the addition of Finnegan. Finnegan has been an enigmatic figure throughout his career with the Tennessee Titans, but seemed to mature last year with his leadership as one of the team&#8217;s captains.</p>
<p>Fisher should know Finnegan better than anyone and he was willing to give the cornerback a five-year deal worth roughly $50 million this offseason. Finnegan will be expected to take up a leadership role instantly playing with veteran Quintin Mikell in the secondary.</p>
<p>Finnegan will be asked to mentor rookies Johnson and, in particular, Jenkins. Jenkins and Johnson will be expected to contribute early on, even if not as starters. The return of Bradley Fletcher and Jerome Murphy from injury gives the Rams greater depth at cornerback this year, although nobody has enough depth to deal with the injuries they had at corner last year.</p>
<p>Jenkins will be the biggest priority for this defense moving forward. He has the ability on the field to be an elite cornerback, but the potential off of it to be the next Adam Jones. If Jenkins can learn from Finnegan and focus on football, he could propel this defense to another level quite quickly.</p>
<p>It may come as a surprise, but middle linebacker James Laurinaitis is still only 25 years of age.</p>
<p>Laurinaitis has been an impressive player since starting from Week 1 of his rookie season. He hasn&#8217;t missed a game in the three years since then and has only really been held back by the lack of talent in the team&#8217;s front seven.</p>
<p>While the Rams outside linebackers once again look to be the most uncertain pieces of their defense, Jo-Lonn Dunbar and Mario Haggan are both veterans who should prove to be reliable role players, if not spectacular game changers.</p>
<p>The Rams defense should be relatively stout this year while they have the pieces in place to build around for the future. Brockers, Laurinaitis, Quinn and Jenkins, in particular, fill some of the more difficult positions in the NFL to fill.</p>
<p>Finding better role players to play positions like outside linebacker and strong safety should be a lot easier in the future.</p>

<p>Besides standing and reciting their names, schools, favourite movies, etc., during introductions, the new players were asked to recall the name of their first pet along with how it died. Fisher said several mentioned hamsters and turtles, while some remembered the family dog or cat getting squashed by trains or buses.</p>
<p>&#8220;We had one whose parents just put him down that morning,&#8221; Fisher said Wednesday. &#8220;You know, it was sad. No, it was good. Good introduction.&#8221;</p>
<p>Cornerback Cortland Finnegan recalled lighthearted goings on when he was a rookie playing for Fisher in Tennessee. There, he got saddled with the nickname Fido.</p>
<p>&#8220;It&#8217;s something coach Fisher always throws in there for giggles,&#8221; Finnegan said. &#8220;I played the nickel and I would always run after the wrong guy.&#8221;</p>
<p>Rams rookies got hung with nicknames, too. Finnegan said one looked like Greg Oden, and another resembled Gonzo, the Muppet.</p>
<p>There are limits to the frivolity. Players won&#8217;t be asked to sing and Fisher went out of his way to emphasize there will be no hazing, no rookies taped to goal posts or the like.</p>
<p>&#8220;They&#8217;re here to help us win,&#8221; he said after the team completed a second day of organized team activities.</p>
<p>There is fresh optimism surrounding a franchise that&#8217;s a sorry 15-65 the last five years. Defensive end Chris Long, the second overall pick of the 2008 draft, is playing for his fourth coach entering his fifth season and can&#8217;t recall a vibe quite like this.</p>
<p>&#8220;There&#8217;s been a lot of changes since I&#8217;ve been here. This is by far the one I&#8217;m most excited about,&#8221; Long said. &#8220;I think we&#8217;re all very excited about it. It&#8217;s a new beginning for a lot of people and, in the same sense, you have to re-prove yourself.&#8221;</p>
<p>Fisher does not seem worried about all those lean seasons in the recent past.</p>
<p>&#8220;We&#8217;ve completely forgotten about last year,&#8221; the coach said. &#8220;This is a team that&#8217;s going out there to win, period. There&#8217;s players that are emerging that were here. There&#8217;s players that are improving. We&#8217;ve got an influx of talent through free agency and the draft and we&#8217;re going to play hard and win games.&#8221;</p>
<p>Fisher said much of the base offence and defence have been installed. The Rams worked on situational play and the red zone Wednesday and might delve into the two-minute offence on Friday.</p>
<p>A handful of rookies have been unable to attend. Running back Isaiah Pead, a second-round draft pick, was among four who attend schools on the quarter system and can&#8217;t participate until the end of exams. Plus, Pead and two wide receivers who could get plugged into the offence immediately, second-rounder Brian Quick and fourth-rounder Chris Givens, are attending an NFL rookie premiere event in California.</p>
<p>&#8220;It&#8217;s mandated by the league that they come out there, so unfortunately they&#8217;re missing some quality work,&#8221; Fisher said. &#8220;It&#8217;s a photo thing, and (trading) cards and those kinds of things. Really great timing.&#8221;</p>
<p>The Rams added a pair of veterans for depth, signing free agent linebacker Mario Haggan and offensive tackle Barry Richardson, and both were on the field Wednesday. Richardson started every game the last two seasons for the Kansas City Chiefs and the 32-year-old Haggan also has been strong on special teams.</p>

<p>ESPN&#8217;s Mike Sando, who covers the NFC West for ESPN, joined <em>St. Louis Post-Dispatch</em> columnist Bernie Miklasz on his radio show this afternoon and shared several thoughts on the St. Louis Rams&#8217; lease negotiations.</p>
<p>Here is a quick breakdown of the interview with Sando:</p>
<p>- Sando said the NFL coming back to Los Angeles is absolutely &#8220;no slam dunk.&#8221;</p>
<blockquote readability="12"><p>&#8220;They, the Rams, are going to have a hard enough time getting this done in their own backyard in St. Louis, let alone somewhere else. And who knows what will happen in the next two years when the Rams, if they do get to that ledge to leave in 2015, the landscape can only be different again.&#8221;</p>
</blockquote>
<p>- On Kroenke moving the Rams back to LA: They are conveniently thrown out there, &#8220;but they&#8217;ve had a few chances now haven&#8217;t they?&#8221;</p>
<p>- Fans have to be aware of the process. The CVC low-balled their offer for what they can do and the Rams came back with a higher end offer for what they want. The arbitrator will come back with an offer in the middle, and the burden then shifts to the city because if they accept the arbitrator&#8217;s changes, than the lease becomes binding and continues through 2025.</p>
<p>- If a deal is not reached, then the Rams go to a year-to-year lease in 2015. That doesn&#8217;t necessarily mean discussions will begin about the Rams leaving town. It could become about a new stadium in St. Louis. &#8220;This is part of a process, not an end result,&#8221; Sando said.</p>
<p>- Milklasz pointed out that St. Louis and the Rams are at a starting point that has began much sooner and earlier than it usually does. Most of the time, it comes down to the last minute and everyone has to rush to throw ideas together. They are ahead of the curve, not at the end, and both sides have left themselves tons of time to find a resolution.</p>

<p>- Fans in St. Louis would be reassured if owner Stan Kroenke would give a statement saying he wants to stay in St. Louis, but that&#8217;s not his style. It could also be because of a leverage play. Kroenke&#8217;s plans are expensive, but fans shouldn&#8217;t come away necessarily think that he definitely wants to leave town. Miklasz further expressed that Kroenke isn&#8217;t asking for the &#8220;sun, moon and stars&#8221; so he can run away, but he&#8217;s laying out a vision for the team and the city.</p>
<p>- The test is the financing of the proposal. In Kansas City five years ago, the Hunt Family had an initiative for a new stadium near $375 million, and they paid $125 million of it. When the Seahawks built their stadium 10 years ago, their owners paid more than $100 million of the $300 million. The team has some leverage, but it&#8217;s reasonable to expect ownership to invest something.</p>
<p>- Miklasz said the city needs to stop having the attitude of &#8220;no&#8221; from the start because it could make the dialogue to get Kroenke and the NFL to chip something in that much more difficult.</p>

  On Monday, May 14, the state of Missouri released the <span>St. Louis Rams</span>&#8216; proposal for renovations to the <span>Edward Jones Dome</span>. The team believes that the improvements made to the venue would put it in tier-one status.
  </p>
<p>
  Here are five thoughts on the proposed upgrades:
</p>
<p>
  <b>Reaching for the sky</b>
</p>
<p>
  Most Rams fans expected the team to try and get the best deal with its proposal. That&#8217;s why the team&#8217;s requests shouldn&#8217;t shock anyone. The Rams want to overhaul the Edward Jones Dome so that there are retractable panels on the roof to add natural lighting. The proposal also includes a demolished and rebuilt east section of the building to allow for larger concourses and new seating, and it would also add another entrance into the dome. I like what they are trying to accomplish with these plans. The Edward Jones Dome isn&#8217;t a horrible venue, but it doesn&#8217;t have all the bells and whistles that NFL stadiums require now. This proposal would change that.

<p>
  <b><span>Super Bowl</span>?</b>
</p>
<p>
  If you take a close look at the proposal, the Rams are hoping that the stadium could one day host a Super Bowl. The team&#8217;s plan calls for additional temporary seating that would help boost the dome&#8217;s capacity to over 71,000 if awarded the game. I love that the Rams were thinking big in their proposal. Hosting a Super Bowl is good for a team&#8217;s reputation, but it has a larger impact on the city as a whole.

<p>
  <b>What&#8217;s the middle ground?</b>
</p>

  You have to think that the <span>St. Louis Convention</span> and Visitors Center (CVC) will reject this proposal, but where can each side come together to reach an agreement? The proposals the Rams and the CVC made are complete opposites. The CVC&#8217;s plan is a temporary fix at best. The Rams&#8217; proposal would cost much more, but it would also erase the need for a completely new stadium. When the CVC rejects this plan, how will the arbitrator see it? I can&#8217;t wait to find out, but I suspect an arbitrator&#8217;s ruling would lean more towards the Rams&#8217; plan. A lot of it just makes sense.
</p>
<p>
  <b>What doesn&#8217;t make sense?</b>
</p>
<p>
  However, there are issues with the Rams&#8217; proposal. Jeff Rainford, chief of staff for St. Louis mayor Francis Slay, noted that the stadium&#8217;s renovations would cost over $700 million. It would also require the stadium&#8217;s closure for two to three years. That would seriously harm hotels and other businesses surrounding the stadium. This is a huge problem. St. Louis holds many events in in the area, and this type of intrusive construction would drive out revenue from the city. Of course, where will the Rams play if the dome is shut down for an extended period of time? These are questions that would need answered for the plan to work.
</p>
<p>
  <b>The price tag is steep</b>
</p>
<p>
  I have to wonder if St. Louis and the state of Missouri will be willing to invest the $350-$400 million that I&#8217;d expect would be their responsibility in this deal. Taxpayers are still paying off the original stadium project from the mid-1990s, and I have my doubts about whether the city can afford more. It will be interesting to see if what dollar amount the CVC will agree to in arbitration.

<p><strong>St. Louis, MO (KSDK)</strong> &#8211; A <em>TIME Magazine</em> blog counts the St. Louis Rams&#8217; home as one of the ten worst sports stadiums or arenas in America. </p>
<p>The Edward Jones Dome, which opened in 1995, ranks seventh on <em>TIME</em>&#8216;s list of &#8221;Top 10 Worst Stadiums in the U.S.&#8221; </p>
<p>The blurb accompanying the poor assessment of the Edward Jones Dome includes the discussion on the team&#8217;s lease with the stadium, which calls for improvements to be made by 2015 or else the team could relocate. </p>
<p>The author cites a 2008 <em>Sports Illustrated</em> poll where readers voted the Edward Jones Dome the worst stadium in all the NFL, with poor showings in categories such as &#8220;Affordability &#038; Food,&#8221; &#8220;Tailgating&#8221; and &#8220;Atmosphere.&#8221; </p>
<p>Other stadiums appearing on the list: Dodgers Stadium in Los Angeles, Candlestick Park in San Francisco, and the Hubert H. Humphrey Metrodome in Minneapolis.</p>

<p>In 2010, rookie Sam Bradford threw 590 passes. That&#8217;s a lot.</p>
<p>That season, the Rams offense ranked 21st in passing and 25th in rushing. The offense was bashed for being too conservative by a lot of fans, including me, but it did keep Bradford relatively clean.</p>
<p>He was <em>only </em>sacked 34 times that season, and he played all 16 games.</p>
<p>In 2011, Bradford was on pace to throw about 575-580 passes, which is also a lot. However, anybody who watched the Rams play last year knows that Bradford was being asked to throw a totally different type of pass.</p>
<p>The new offensive coordinator, Josh McDaniels, brought in an offense that was very complicated, and with the lockout, no time to prepare, several new, young, inexperienced players&#8230;</p>
<p>It was just a mess.</p>
<p>Bradford was basically being asked to hold the ball a lot longer, as the receivers had deeper routes to run, routes that took longer to develop. This requires (a) the O Line to pass-protect longer and (b) the receiver to actually <em>get open. </em></p>
<p>When receivers didn&#8217;t get open, and Bradford was left holding the ball, he got beaten to a pulp. While Bradford was sacked 34 times in 2010 (5.4 percent sack rate), playing in all 16 games, he was sacked 36 times (9.2 percent sack rate) in 2011, playing in only 10 games.</p>
<p>To be fair, some of the blame has to fall on Bradford. As the pounding started to take its toll, Bradford was holding the ball too long, and he began to appear indecisive.</p>
<p>Of course, if I was standing back there getting the hell beaten out of me, I&#8217;d probably hold the ball too long, too.</p>
<p>Bradford still doesn&#8217;t have an elite wide receiver to throw to. He doesn&#8217;t have a proven tight end. Hopefully, this year, Steve Smith proves he has something left in the tank, Danny Amendola returns to his 2010 form and second-year tight end Lance Kendricks plays up to his talent level.</p>
<p>The person who could help all of those guys the most is Bradford. The great QBs in the NFL make their receivers better.</p>
<p>As Bradford enters his third season, it&#8217;s time for him to be the player the Rams drafted him to be. He needs help. He needs protection. He needs guys to catch the ball.</p>
<p>Most of all, he needs to step up—because Bradford will have the biggest impact on the Rams&#8217; season if he does.</p>

<p>The St. Louis Rams&#8217; 2013 NFL Mock Draft position would be hard enough to  predict in a normal year, but the Rams&#8217; 2012 draft did not produce a normal year: Les Snead managed to hook the Washington Redskins for three first-rounders and a second-rounder in exchange for the chance to select Robert Griffin III, and those last two first-rounders will come in 2013 and 2014. If Robert Griffin III and Jeff Fisher both have a less-than-stellar debut in 2012, the Rams could have two Top 10 picks. </p>
<p>So what will they do? </p>
<p>It&#8217;s easy to say offensive tackle and wide receiver, and I&#8217;m certainly hoping about it from here in May. But if the Rams find themselves in a position to make two early picks and the talent isn&#8217;t there at those positions, they shouldn&#8217;t be afraid to go elsewhere—if they&#8217;re making a Top 10 draft pick, drafting &#8220;for need&#8221; is an absurdity. </p>

<p>The St. Louis Rams are seeking to install a retractable roof on the Edward Jones Dome as part of their stadium upgrade proposal, St. Louis&#8217; KTVI reported.</p>
<p>Because of a Missouri Sunshine Law, details will be available Monday about the Rams&#8217; counter-offer to upgrade the dome.</p>
<p>The Rams recently rejected an offer from the operator of the building, the St. Louis Convention and Visitors Commission, that would have cost $124 million — half from taxpayers, half from the team — to updgrade the dome, instead submitting a proposal of their own.</p>
<p>According to the terms of the team&#8217;s lease, the Rams are free to leave the city in January 2015 if the stadium is not among the league&#8217;s top facilities.</p>
<p><strong>CHARLES: DEFENSES WILL &#8216;FEEL MY PAIN&#8217;: </strong>Jamaal Charles wants to put to rest any fears the Kansas City Chiefs and their fans might have about his ability to return from last season&#8217;s knee injury as one of the NFL&#8217;s premier running backs.</p>
<p>&#8220;If you&#8217;re worrying about me not being the same, just look out for me this year,&#8221; Charles said earlier this week. &#8220;I&#8217;m hungry. I want it this year. I&#8217;ve got the passion for it. I just can&#8217;t wait to play football. I can&#8217;t wait to bring stuff back to this community and show them how much we can win. I feel like this is a year for us that we can go all the way. I&#8217;m saying that because I feel it in me that I can bring a lot to the team this year, being bigger, stronger and maybe even faster.&#8221;</p>
<p>Later, apparently speaking to Chiefs opponents, Charles continued.</p>
<p>&#8220;When I touch that field again, you&#8217;re going to feel my pain,&#8221; he said. &#8220;You&#8217;re going to go through what I went through. It&#8217;s going to be that way for me the rest of my career.&#8221;</p>
<p><strong>NFL CONSIDERING REPLACEMENT REFS: </strong>The NFL is looking for potential replacement officials while it negotiates with the officials&#8217; association on a new contract.</p>
<p>The previous contract expired after last season, and another negotiating session is expected later this month, NFL Referees Association Executive Director Tim Millis said. </p>
<p>NFL spokesman Greg Aiello said today, &#8220;We expect to reach an agreement but must have contingency plans in place.&#8221;</p>

<p>The St. Louis Rams submitted a counter-proposal on May 1 to the St. Louis Convention and Visitors Commission regarding renovation plans for the Edward Jones Dome, and the addition of a retractable roof is one of the centerpieces of the team&#8217;s plan, according to FOX-KTVI in St. Louis. Adding a retractable roof would likely require major structural changes to the Edward Jones Dome, and estimates on the potential cost of such a renovation range from $200 to $300 million. And that&#8217;s only a piece of the full plan that will be released by Monday, May 14.</p>
<p>Back on March 1, the CVC submitted their own $124 million plan to renovate the Edward Jones Dome, but it was rejected by the Rams. The proposals by both parties are designed to address a clause in the stadium lease that would allow the Rams to opt out in 2015 if the Edward Jones Dome is not deemed to be a &#8220;first-tier&#8221; facility among the top-eight stadiums in the NFL. The CVC has until June 1 to either accept or reject the team&#8217;s counter-proposal, and if the parties cannot reach an agreement by June 15 the issue will be handled through arbitration.</p>

<p>If the team&#8217;s counter-offer is rejected, the matter will go to arbitration June 15th, and that process could last all year.</p>
<p>The team has declined to release details of its offer, but Missouri Attorney General Chris Koster is expected to make all the details public Monday.</p>

<p>Steve Smith caught 107 passes for 1220 yards for the New York Giants back in 2009. That was good enough for a franchise record in receptions and second-most receiving yards in Giants&#8217; history in a single season.</p>
<p>Smith caught five passes for 50 yards in the Giants&#8217; Super Bowl win over the Patriots. He got to play in the Pro Bowl. Things were going great for Smith, and then the bottom fell out.</p>
<p>A serious knee injury robbed Smith of the second half of his 2010 season. Then the NFL lockout came, and in one of the strangest stories of the offseason, Smith signed with rival Philadelphia before the Giants ever really had a chance to make a contract offer to Smith.</p>
<p>The Eagles were loaded at receiver, and Smith was coming off of a major injury. Like every other injured player in the NFL, the lockout didn&#8217;t help Smith, as he was trying to get his legs back under him, literally. Smith managed only 11 catches for 124 yards in nine games before having knee problems.</p>
<p>So that leads us to the here and now, with Smith signing with the St. Louis Rams.</p>
<p>How much does Steve Smith have left? Is the former second-round pick finally healthy? Is he a pass-catching, chain-moving machine, or is he the broken-down player of the past two seasons?</p>
<p>Rams&#8217; fans are hoping for the former. Rams&#8217; management is paying for the latter.</p>
<p>Smith&#8217;s contract is a one-year deal, basically a chance to prove himself again. He is hoping for a bigger, better contract next season. The Rams are hoping he plays well enough to earn one, because they desperately need Steve Smith to play like his old self.</p>
<p>If Smith can be that guy, he takes the Rams&#8217; passing game, and Sam Bradford&#8217;s career, to another level. I think we will see the best of Steve Smith this season. I expect him to catch 80-90 passes, and I think he will provide Sam Bradford with the kind of security blanket he was missing last season.</p>

<p>  Former Coastal Carolina tight end Jamie Childers has agreed to a three year deal with the Saint Louis Rams.  The undrafted free agent signed the deal on Wednesday morning, according to his agents Justin and  Joel Turner.  Childers was lined up for tryouts with the Carolina Panthers and New York Giants, but will now try and make the Rams roster.</p>
<p>  Childers came to Coastal Carolina as a quarterback out of Wando High School and added tight end duties in his junior and senior campaigns.  Childers had 11 catches for 233 yards and 3 TD&#8217;s in his senior season, but missed four games due to injury and also played quarterback in 2011. </p>
<p>  Five former Coastal Carolina players have played in an NFL game.  A sixth, defensive back Josh Norman, was a 5th round pick by the Carolina Panthers in the 2012 NFL Draft.  Childers will try and make the Rams roster via the undrafted free agent route, something that has been accomplished by two former CCU players &#8211; Mike Tolbert (SD Chargers/Carolina Panthers) and Quinton Teal (Carolina Panthers/SD Chargers).</p>

<p>ST. LOUIS (AP) — The Missouri attorney general will release details next week on how the St. Louis Rams want to renovate the Edward Jones Dome despite the team’s desire to keep the plan secret.</p>
<p>The St. Louis Convention and Visitors Commission, which runs the dome, and the Rams are in the midst of negotiations aimed at bringing the facility up to top-tier status among the 31 NFL stadiums. Otherwise, the Rams could break their lease and potentially move after the 2014 season.</p>
<p>The CVC presented a plan in February and the Rams presented their counterproposal to the CVC last week. But the counterproposal wasn’t made public.</p>
<p>Attorney General Chris Koster said late Monday his office will release the plans May 14. He said KTVI-TV requested the documents and they will be released Monday unless a court ruling keeps them private. Koster sent a letter Monday to St. Louis Circuit Judge Bryan Hettenbach outlining plans to release the documents.</p>
<p>CVC spokeswoman president Kathleen Ratcliffe told the St. Louis Post-Dispatch the CVC had no plans to challenge the state’s release of documents. </p>
<p>In an emailed statement Tuesday, CVC spokeswoman Donna Andrews said, “The CVC is a party to the lease. The state of Missouri is not. Their obligations under the Sunshine Law and the lease may be different than ours. A court, not the CVC, will make that decision.”</p>
<p>Messages left with the Rams were not returned.</p>
<p>Several media outlets have made open records requests for the Rams’ proposal, citing the fact the dome was built with taxpayer funds from St. Louis, St. Louis County and the state of Missouri. The CVC contends the documents are not subject to Missouri’s open records law and it cannot legally make public any documents the Rams consider to be confidential.</p>
<p>The dome opened in 1995, the year the Rams moved to St. Louis from Los Angeles. The city, county and state share in the $24 million annual payment toward the $720 million construction debt.</p>
<p>The original 30-year lease allowed for periodic evaluations of the dome’s ranking among all NFL stadiums. The next evaluation marker is 2014. The lease deal requires that the dome be among the top 25 percent of NFL stadiums. There is concern that St. Louis may lose the team and team owner Stan Kroenke has been non-committal about the team’s future.</p>
<p>In February, the CVC announced a $124 million dome improvement plan that would have required the Rams to foot 52 percent of the tab. Taxpayers in the city and county would have been asked to agree to pay for the rest — roughly $60 million. That plan called for a massive new scoreboard, more club seating, better lighting and even a “Geek Suite” area for electronic buffs and fantasy football players. </p>
<p>The Rams offered no details on why the plan was rejected. </p>
<p>The two sides now have until June 15 to try and reach an agreement. Otherwise, arbitration begins. The arbitration process could last through the end of the year.</p>
